President Donald Trump issued an executive decree which limits the possibility of requesting forgiveness of the public loan (PSLF) less than two weeks after the Ministry of Education paused all reimbursement plans focused on income.
Created in 2007 by the Bush administration, the PSLF program aimed to rationalize the forgiveness of loans for borrowers working in the public service or eligible non -profit organizations after 10 years of payment.
However, President Trump’s executive decree accuses previous managers of using taxpayer funds to reimburse accounts which were still years of the minimum amount of payments necessary for forgiveness. Biden administration has forgiven loans of more than a million borrowers –totaling $ 78.46 billion– through the PSLF program, according to An information sheet on the White House. The program previously helped only 7,000 borrowers.
“In addition, instead of relieving workers’ shortages in the necessary professions, the PSLF program has poorly directed taxes in militant organizations which not only do not reach public interests, but in fact harm our national security and our American values, sometimes by criminal means”, ” The command reads.

Non -profit organizations excluded from the PSLF program include those participating in “illegal” or “harmful” activities. These non -profit organizations include those who:
- Range federal immigration laws
- support terrorism
- Involve the abuse of children, “including chemical and surgical castration or children’s mutilation or children’s trafficking in so -called transgender states for emancipation of their legitimate parents, in violation of the applicable law”
- Illegal help and discrimination
- engage in an intrusion model, cause disorderly conduct or vandalism, create a public nuisance and obstruct highways
The order comes after the secretary of education, Linda McMahon, said that she would defend the illegal attack program against her in her Senate confirmation hearing in February.
Some experts believe that this decree “redefines the law”, which makes it mature for a legal challenge. “These borrowers have signed contracts (with the Ministry of Education) who incorporate this right to forgiveness for the loan of the public service,” said Persis Yu, Deputy Executive Director and General Councilor of the Student Borrower Protection Center NPR.
The PSLF program underwent a meticulous examination during Trump’s first term. A 2018 review By the government of the government, the Ministry of Education had not communicated with the company which deals with PSLF loans regarding the jobs that qualify. That same year, NPR noted that 99% of requests to present loans via the PSLF were refused.
